Cracker firing was general throughout the city, and on an unprecedented scale. According to Police regulations cracker firing is not allowed without special permission and those offending against this are liable to be summonsed. was obvious that the Police could not possibly check the cracker firing, and that any interference would certainly result in serious rioting. The order was such an obvious one to issue that I did not refer to Lyons (who, as a matter of fact could not have been found at the time) far less did I think of troubling the Governor. I have been reproved, however, for not doing the latter.
